Capital One measures payments among other things and adjust the CLI's to match their computer formula for requests i see.

I realize some folks say this is only a 'meme', but my own experience matches yours - Capital One definitely has been more responsive to my CLI requests with heavy usage and (relatively) large payments.
I know it can always vary, but this seems to be generally consistent...

According to cap1 my TU is 688 (my fico 08 is 695)
I had a platinum card with them with 2 late payments in 2014 (60 day I think). Closed it in June of 2015. Got the QS and venture combo in november for $3k and $10k
Then in february was prequaled again so got the combo again for $3k and $5k
My other venture went from $10k to $13k after two statements as well.

Congrats that's a huge CLI for Venture!. Made me give it another shot on my 3rd Venture that I got about the same time as you. Went from 5k -> 11k.
