I just got off online chat with capital one and they PC'd my platinum MC to Quicksilver! I asked about a CLI and was directed to click the luv button, it probably won't happen lol but at least I got the PC. I am going to paste the transcript below if anybody is interested.

That was how I read it, however my intention was to update an older tradeline to usefullness instead of taking a AAoA hit for a new TL, so it did not bother me at all.
