My wife has been an authorized user of my Walmart Mastercard issued by Capital One for almost 3 years. 2 days ago she received her SSN and applied for the Platinum card and was approved for 3000 dollars SCL. So basically this is her own first card.
When can she apply for a CLI?

Your wife should be able to upgrade that card to a Quicksilver 1.5 pct cash back card after 5 months. Also the automatic first credit limit increase should be a given about the 5th or 6th statement.
You have to manually upgrade. I suggest after the 5th statement check if you qualify. there is a simple way of checking by while you are logged into your account adding =productupgrade after the address in the address bar.

That is correct. One way of doing it anyway.
I've recently noticed that if I click the "I want to" button, and scroll down, right under the "Request Credit Line Increase," there's another option that says "View Offers and Upgrades."

I may be mistaken, because it's been a while. But I don't think that's the same. When I upgraded my Platinum to a Quicksilver using that link, I don't think it was available in View Offers and Upgrades. All I've seen under View Offers and Upgrades is a referral link, a balance transfer offer, and (most recently) a pre-approval for a Savor One.
@mrinal Unfortunately, many people report that Capital One isn't very generous regarding credit line increases. The good news is your wife got a nice starting line of $3,000. I would count that as a big win. I recommend never closing the card. Instead, I recommend she apply elsewhere for another credit card. Perhaps focusing on lenders that offer a prequalification tool. Lenders such as:
Apple card
Amazon Chase
Dover FCU
NASA FCU
Furthermore, I recommend she open a small share secured loan. An installment loan on her credit report is crucial. Also, I really must say, if she has any opportunity whatsoever to join Navy Federal, she should do it immediately. Navy Federal is widely regarded as the best credit union that exists.
