Chase Sapphire Preferred Approved Online with 7/24

Chase kept sending me offers for the Chase Sapphire Preffered, Freedom & Freedom Unlimited (3 a week!!)

I am over the 5/24 rule at 7/24 but I read online if it is a targeted offer with promo code it does not apply

I applied for the Sapphire Preffered & Freedom and was approved for the Sapphire with a $9k limit and declined and the Freedom for too many recent cards.

Data points- 731 Fico 8, Util 17%, My oldest card is 1 year 1 month Average Age is only 7 months
