Citi and CapitalOne CLI

Citi DoubleCash went up to $2000, only $500 from $1500 and it's my longest standing card beside my BB&T Secured Card. However, CapitalOne bumped me up to $5,250, so a $2000 increase from $3,250. So would my CapitalOne Quicksilver Card now be a Visa Signature Card?
