Well after seeing my Walmart TU score went down 2 pts to 693 must of been rebucketed after my judgment fell off and 4 INQ's aged to over 6 months. EQ went up this month. Decided I was going to AP for AMEX Hilton Honors Surpass card, was going to wait till 6/4 for 6 month AP free but its only a SP worst case anyway, was approved for $5500, tried getting card expedited by calling BCP CSRs but no luck card doesn't even have a number yet, starting to travel at least once a week next week.
About 6 months ago my AMEX Blue card, now BCP was CLD from 6000 to 2700 for carrying a 1500 balance for 6 months or so. I have since paid it off and now PIF ever since. Today since AMEX approved me I figured what the heck lets ask for a CLI on the card, asked for 7500, not quite 3x but nice easy number to remember, approved 7500. Its been a good morning. Now back to the garden for 6 months then the decision if I want CSP at that time. 3 cards over 5k CL and a thick file and all my cards over a year old on the credit report. No lates or baddies on any credit TL reporting.

I think it is a good indicator that it's always bad to have any balance owned on any amex cards especially if one has a less-than-ideal CR.
Amex is like extremely risk averse out of all the lenders and they get spooked off easily.
Don't get me wrong though, I still like Amex a lot and plan to get one. I just don't plan to ever leave a balance on it if I ever get one. There's other lenders who'll be much happier if you are to leave a balance with them.
Amex can kick rocks if they want to CLD after my balances are paid off with them. I'm taking full advantage of my promo period with my bluesky and BCP.
Worst case scenario, I close them. wait the required time to reapply to get the sign up bonuses again and repeat. I have more than enough credit lines with other lenders and I have my amex charge cards. Its quite easy to regrow Amex trade lines and amex makes it so easy not to care becuase any account I open with them will be back dated to 2000. If Amex doesn't want me pay them interest on balances, I can play the system just as well as they can play with my credit limits.
My Amex cards are the one card I make sure to pay in full every month, which is a shame because the 0% apr promo is useless.

Amex can really decrease your credit limit for something so small like that??!! I would be pretty upset if they did something like that to me. Now, I would understand if I was late on payments, and almost maxing out, etc. But to carry a 1500 balance???
