I once had a $30k CL on my FNBO card. I got a letter few years ago that they reduced it to $15k as i did not use enough of the credit line. Fair enough, it did make me mad though and I considered closing the card. Kept it around as I otherwise never had an issue with it, and had a fixed apr of 9.99%. But, it was a flip of a coin type of decision. Even I can be petty too.
Over time I kept trying for a cli once the system would accept it. I would eventually call it, get told no. Try the online form, get told no as they always wanted to pull the CR and I keep it frozen at a temp colder than a blizzard for DQ. I was however always trying to go for the original $30k back.
This last time i tried going for something smaller $20k so a cli of $5k, and it came back instantly approved. There is not a lot of guidance about the SP CLI with FNBO but I am willing to be 2x CLI was probably too much for a sp, so somewhere around $0-5k is probably the magic number. I will test my theory in another 6 months when I ask for another $5k to bring me to $25k.
just wanted to provide some background info as this issuer is certainly less transparent about the process than others.

5K is the max CLI with the sp AFAIK and using the online request is always an hp.
Actually, i had this before. the online request is a HP unless it comes back with instant approval.
Instant approval = SP
manual review = HP
