I have found that this has to do with how much stuff you have in your cart (usually).
Tested with my DW, I put in various amounts over (for her) $750 and it did the same thing you are describing. I put in various items totaling less than $750 and she got the pop up. It didn't matter if I chose easy pay or whatever it's called. The HSN system seems to take into account the total price. I tested, so to speak, this over different days with single and multiple items and even got the total to be like $752 and nothing but I got items totalling $748 or so and pop-up.
It seems it is sort of a way to see what limit they are willing or going to give you on the card. In no way is this scientific or guaranteed because she never accepted (already have an account in my name), but it seems to be 'true'.
So maybe for you you have over the amount they are willing to give in your cart.
