Who tends to give higher initial CL--Citi or Chase?

I was given an initial CL of $7K on a Citi Forward and $5.5K on a Chase Freedom in April of last year. I applied for a Citi AAdvantage Visa and Amex and a Chase Sapphire Preferred in January of this year. Citi gave me $17.5K on the AAdvantage cards and Chase gave me $29.7K on the CSP.
I'm not sure why the large difference between the Forward and the AA cards, or the Freedom and the CSP. A little over 4 years ago I had a lot of late payments on Citi and Chase cards and they were shut down, but not charged off. I paid them back in full. So perhaps they wanted to see how I did before giving me larger limits. I suppose it's also possible they give higher initial limits depending on the card product, but I don't know if there's any data on that.
