I find it crazy as I applied for Lowes card about 2 weeks ago. Score puled was 687 at the time of the app. Only approved for 1500 SL. My usage is also similar to yours around 26%. But my overall CL is larger around 40k. Perhaps its my current balance that led them to my lower limit. I currently have a 0% BT Discover I am paying on which is around 9k right now.
Anyhow congrats, love the everyday 5% off from lowes and special financing options.
