Last month my DS went for a CLI on her Macy's Amex on day 31 and it was 'too recent'. She tried again the next day and was successful. She tried on day 31 this month and she got her CLI $15K<$20,500. She put $39 on the card last month and PIF.

Sept $4500<$9500
Oct $9500<$15K
Nov $15K<$20500
She is gonna try and wrap it up at $25K in December!
