My first NFCU card was a Go Rewards with a starting limit of $3,000 at 12.99%. I've put $2k through the card in the last three months.
My third statement closed on Saturday (more than 91 days) and I applied for the More Rewards American Express. I was instantly approved with a starting limit of $500 at 18%. I'm shocked. My credit has only gotten better since joining. TU score is 725, last late payment was over 2 years ago (30 day), no collections or bankruptcies, not too many new accounts, only TU inquires are from NFCU. I sent a message asking them to do a second review. Waiting for a response on that. The representative I spoke with on the phone told me that they're about 3 weeks behind on answering secure messages. I'm worried that I forgot a zero when I entered my income information. That's the only thing I can think of. Any other reason why this would be? I usually see the second card much higher and my profile definitely supports a higher credit limit (6 figure income and good credit score).
On the up side, my Covid 4K was approved. I can see $7,000 out of $3,000 available on my NFCU app.

Exact same experience as you, 735 tu 9 score, good income, low dti, no negatives. Got denied my second card at 91/3 but got the full 4k cli. Not sure if navy is starting to tighten up a bit or we have something going on they dont like and wont disclose.... Either way when people with good credit scores/reports, high incomes, stable employment, etc... get denied consistently like this something is up!

I agree.
In my situation, I wasn't denied, but $500 just isn't a usable credit line. I could even deal with $1,000... plus they have the 3x max CLI, so it'll take quite a while to grow, with the first CLI only bringing me to $1,500.
It also seems odd that they'd only give me $500 for my new card but an additional $4k on my current card right after.

Congrats! I just requested my first cli on my NFCU cash rewards and it was approved within 12 hours with no hard pull (which I was concerned about). Did they end up doing a hard pull for your cli request?

Always possible you entered your income incorrectly and that can be updated when you have the review of the SL done, if not then there is something in your current profile that they dont like.

My new card was a HP, but the CLI was a SP.
