Easy, with that  limit you can carry over to the next statement without worrying about hugh hit on your credit scores. 30% is considered yellow meaning warning and beyond that say maybe 35% (I think) is considered red. With hugh limit, you could keep your utilization really low. You can also get $7500 cash advance without any fee. Say you need an emergency fund, you could withdraw cash (up to $7500 for $25k) and fund your other navy accounts and pay it back before the next statement using online account management.  That way you don't have to worry about going to ATM and getting cash with $200 to $400 limit per 24 hours.
