Regions is a regional bank with HQ in Alabama. The have branches in 15 states:
Alabama, Arkansas, Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, Tennessee, and Texas
I don't know if some or all their accounts are geo-fenced, (if someone does, please share), but if you live in one of the states above you would probably not run into a problem trying to apply for Regions financial products.
I don't have much to go on as far as the underwriting requirements for their cards. In my case the system has offered pre-approvals every time I've checked (frequently) so they seem not to be bothered but the weak points of my credit profile:
I have had a savings account with Regions for about six months, which provides access to their soft-pull-only pre-approval system. Hats off to Regions in this regard -- along with approvals, they provide the starting limit and interest rate that will be in effect after any promotional APRs for purchases, BTs, etc. It's very similar to what Goldman Sachs is doing for Apple Card pre-approval.
The same pull is used for 14 days then they do another soft-pull, which may result in different cards being offered, higher/lower credit line, or APR. As I said they have always approved me for the same 3 cards (cash rewards, prestige membership points, Live Visa 15mo 0%APR BT card), but till recently the credit limits were uninspiring. $2000, $3,000, back to $2000.
But in the last 6 weeks or so, they started improving the SL, to $4,000... then $5,000. $5,000 is to a pretty respectable credit line, a 'siggy'! and I considered it, but after applying strict logical analysis concluded that the lime green design did not appeal to me Then most recently, Regions improved the SL yet again, offering $7,000. OK, Lime Green, Fusica with Pink Poka dots, whatever, I'll accept the offer.
Note: I was a little worried about what happens after clicking ACCEPT, but the rest of the process was simple. I was taken to a screen which asked for a work number, and presented with the information I had originally supplied to check for prequals. At the bottom is a check box to confirm and below that, a Submit button. After clicking Submit I got message:
Note: I was curious, after finishing up with accepting the offer, whether I might still have pre-approvals for the other two cards they had been offering. I tried the check for offers link... No, for the time being no more offers for me. Maybe they have a rule limiting cards to so many so often etc., if anyone has more info, please share.
update 6/2021: began getting new pre-approved offers ~60 days after accepting this card.
Note: Took a day or so for on-line account to reflect the addition of the new credit line. I was pleasently surprised that it was added -- I had expected I'd need to receive the card and activate. It's nice to see the account, even if I can't use it. (They don't provide the cc number or security code in advance).
update 6/2021
*Not so hot: Regions paid first $100 bonus part very promptly, but has not paid 2nd $100 and several CS agents confirm Regions reserves up to 5 months to pay. Even without Covid-19, the US crude mortality rate will normally kill off approximately 1/2 of 1% of cardholders before they would ever get their second bonus payment!

I visited Birmingham few years ago and saw Regions Field while enjoying a cold one at Good People Brewing Company. I like their colors and logo.
