You will have to contact the EO to recon the initial CL, I would advise you to take the account even if the CL cannot be raised as you have taken at least 3 hits for it TU, EX & EQ and possibly 2 more ARS & Innvois, your AAoA is also going to take the hit whether or not you keep it or refuse it.

If you have one maxed out with them now I would pay it down before asking for a bigger limit on your new card, Cap-1 doesnt move CL nor combine cards.
Adding: The reason you got the low limit is prob due to the high util on the one card.
