0% offers are shorter

I went to roll over my 0% APR with Citi and Capital One this month. Citi only offered me Jul 23 to Jun 01 for 3%. This is actually a bit better than the 6% for 15 months they were offering on Jul 01, but is more annoying to manage. In Feb 2023 they gave 18 billing cycles for 3%! I didn't keep track carefully, but I think the offer is usually 3-5% for 15 months so even Jul 01 was a downgrade.

 

Capital One offered me 4% for 12 months, which I think has been costant for years. I've never taken it, but finally decided to transfer the Citi balance to see how long that takes. I then did test transfer of 100 usd as a check to my house. After depositing those, they're suddenly offering me 4% for 9 months! This would force me to pay off the balance that I took out a couple weeks ago more than 2 months early so I'll probably decline.

As a side note, I've always been confused on when interest starts exactly for x "billing cycles". Is it the 18th time your bill is generated after that? Or the due date of that 18th bill?

Offers are getting shorter, BT fees higher. Amex has no offers for me at all. I don't know if they have a blanket hold on BTs or if it's just me.
