After asking a chat rep what the best way to get the 2% card because I already have the smart connect, the rep stated that every 6 months the accounts are reviewed and if you qualify you will be automatically upgraded.
I personally feel like that wont actually happen unless they run a campaign to get more people on that card and why would they do that? to lose 2% profit? doesn't seem very likely to me.
They aren't loosing that trust me. The swipe fees for merchants are higher for cashback cards. It's all a game of smoke and mirrors. The end card user may get benefits, but these companies are getting their money still. All depends how these are structured on both sides in the fee arrangements.

A week ago I canceled my Paypal credit line after reading about the 2% cash back mc here. Today I logged on to Paypal to check a purchase and was offered instant approval on the 2% MC if I I applied. My app was almost auto completed, just a couple incidentals and poof, I got approved.

So if I got this card and sent money through PayPal on it, is that a cash advance?
Yes, if sending cash, best to use debit or bank acct.

Congrats on your approval! I did the same thing back in July - called in & cancelled my (Comenity) PP Credit, and a week or so late got the invite to apply for the Synchrony 2$ Cashback card, instant approval.
So this card is different than the Pay-Pal Extras card? I just logged into my alternate PP account and got the invite to apply for the 2% card.

Yes it is. It gives 2% cashback into your paypal account. The Extras Mastercard gives you points. Those points are worth .83 for cashback redemption. Sometimes the gift cards are 1:1 when on sale, but most are not. For instance, 3300 points for a $25 giftcard.
I would gladly upgrade to the 2% cashback card.
