I have AMEX GOLD card since 2018.
This afternoon, I was checking my account and noticed that it shows a set spending limit instead of no preset limit. (Limit of $4000)
Can AMEX change the limit on this card?
If they can, how can I get no spending limit again?

Did you see the $4,000 limit by using the "check spending power" function, or if not, where did you see it?
Amex charge cards don't have a fixed credit limit the way credit cards do, but they do have a limit that fluctuates based on your use of the card. The "check purchase power" link is intended to demystify it a bit so you don't get surprised by your card being declined.
I got my Gold Card in July, and the tool said my purchase power was $2,500. I used it a lot and made about two payments a week, and five weeks later, the tool said my purchase power was about $21,000. But I haven't used it much lately (working on a SUB for a different card) and I don't know how low my purchase power has fallen, but it's below $15,000 (what I checked). So I think it fluctuates a lot based on your history of using the card. YMMV, good luck!

Have you had any late payments or returned checks? Are you under a FR? These are typically when they put a fixed limit on the cards.
Lately, I had few late payments on other cards (not with AMEX) which is not good for record.
Do you think AMEX will revert to normal limit? (NPSL limit)

I have not personally experienced this, however I have seen other posts where normal NPSL goes back to normal after a year. I would guess that the other late payments have possibly made AMEX nervous. You could call and ask, or just leave it alone until some time passes with good payment history on the other accounts.

Yes, if there have been drastic changes in your credit profile, issues with Amex payments, or they are unable to verify your stated income, American Express has been known to place hard limits on NPSL cards. They will usually lift them in time once things improve.
