The limits on co-branded cards with other banks (like Citi and BoA) are controlled by those banks, so I'd say your chances of a CLD are the same as for any other card with those banks (which at this point, I would rate as sporadic, as opposed to heavy and sporadic with Amex).
The Costco card is issued by Amex, so that one is definitely a potential target for the Amex craziness, including a FR.
Costco is a amex card so that would be on the list.
I think citi and BofA are taking there own actions, but they seem to be far less than what is happening at amex.

So the Citi AMEX so far has not been as stingy? Maybe my first question was confusing, I mean as far as the co-branded AMEX goes, they are less inclined to cut people the way AMEX has... does that make sense?
Thanks for clarifying, I got confused. AMEX, Costco Amex bad, BofA Amex, Citi Amex good (so far). Gotcha!
