I'm sure both factor in heavily with AMEX. The new prepaid offer is a prime example. They want to get some spending data on you before inviting you to apply for one of their charge cards.

I fully agree with this. In my case, I had a Target card with a $300 limit some years back that I closed. When Target started to offer their Debit Card, I got one of those. Used it for 6 months or so, and applied for the Red Card again. This time, my app was approved and they gave me a $2500 starting line. They had 6 months of my "spending" history to review.
Maybe Amex is doing the same thing? Not sure, just a point to ponder...

This is from the horses mouth right off their FAQ's on the pre-paid:
You are automatically enrolled in this benefit if you have an American Express Prepaid Card. Simply load and use your Prepaid Card regularly and if you are eligible, we will reach out to you by e-mail to invite you to apply for a Charge Card. We require a minimum of six months to evaluate your eligibility before we would invite you to apply for the Charge Card. Please note, there is no guarantee that you will be invited to apply for a Charge Card.
