I'm sure both factor in heavily with AMEX.  The new prepaid offer is a prime example.  They want to get some spending data on you before inviting you to apply for one of their charge cards.

I fully agree with this. In my case, I had a Target card with a $300 limit some years back that I closed. When Target started to offer their Debit Card, I got one of those. Used it for 6 months or so, and applied for the Red Card again. This time, my app was approved and they gave me a $2500 starting line. They had 6 months of my "spending" history to review.

 

Maybe Amex is doing the same thing? Not sure, just a point to ponder...
