I burned AMEX in 2009 but paid them off, or atleast what they told me to pay when I called, about 3 years ago. I still don't have any preapprovals for them but have seen where some call and ask about that. Is there a specific number to call to ask about that?

Unfortunately, not all profiles may be eligible or targeted for pre-approved offers. However, you can apply directly for one of their cards absent of any pre-approved offers. I don't recall there being a specific number for direct, pre-approved offers, though.
If you like one of their cards just apply, at least you will know, good or bad.
I think it wouldn't even be a HP if you are on their blacklist, just a decline letter.
Many have been approved without a preappoval including myself.
