AU balance transfers?

Hi all,

My daugther is trying to rebuild her credit...and went cc happy.  She has 8 different cc's with high utilization on most. 

1. Sams $500
2. Paypal $500
3. Amazon $ 500
4. Jc Penneys $750
5. Cap one visa $500
6. Cap one MC $500
7. Hsbc platinum mc $750
8. Best Buy reward zone $400

The interest is very high on all of them and at this rate they are hurting more than helping her score. Is it possible for me to get a new tl add her as an au and transfer some of her balances to it? 

If so what do u recommend?

My scores as of today are TU 694 EQ 701 EX 727
