So they will tell me if what I'm requesting will trigger a financial review? And then i can lower my request to avoid it?
No. KIB explained it well. If you request a CLI, you may get a 4506-T request where they want your filed tax returns for previous years. If you see this request then just back out and request a lower amount until you do not get the the 4506-T request. This is voluntary. If you don't submit this form then you don't get your requested CLI. You may get a CLI without this form(backing out and trying a lower amount).
A FR is not optional and they will shut down your accounts until the outcome of your review is determined. This is involuntary. Give them the info they require or else.
