Nothing wrong with it. It's just misunderstood. The statement is (emphasis mine) "For optimal scoring, keep utilization at 10% or less, allowing only one card to report a balance". Optimal scoring isn't necessary at all times. Since I'm not apping I'm not micromanaging my utilization or balances. All of my cards have balances reporting.
Usage play a part but there isn't a magic spend amount that will lead to any person getting a CLI. There are a number of factors at play. FWIW, my BCP was opened with a 12.5K CL. I spent $300 the first month and $700 the second month. Didn't drop my balance to 0. Requested and was approved for a CLI to $25K. It's definitely YMMV as most credit-related topics are since we don't all have identical credit.
