I don't believe that that is the case. I recently asked AMEX for a CLI a month or two ago, and was declined for having sufficient credit from them in relation to my income.

It's intended as a legit spending tool, if ok with possibly increasing risk of an account review with overuse, then no worries.
Amex is great to work with, however wouldn't necessarily rely on them to be super understanding about suspicious spending tool usage, lol

I never talked to anyone about it, but I didn't try more than 7k, that whole CVS thing threw my plans all off. My reported income alone is 60k.
2k card - 3150
13.5k card - ~17.5k
lol kept playing around...
9.5k card -- 10k approved
2k - 4k approved
8.1k -- 10k approved
and now i'm locked out. LOL -
edited to add -- the system is ridiculous if you don't have your 15 digit number! The rep was almost like why are you calling? so i hope i've done no harm to the account -- i knew better than to keep playing with it. lol
I tried this yesterday. My cl is 15k, so I put in 18k, came back approved. I put in 20k, came back approved. Got scared and quit. Today, I was curious so I tried 25k, DENIED. At least I know that I fall between 20k and 25k. My 6 months is up in June, so I will only go for the 15 to 20k increase and see what happens.

I will second this. There are reports of people being FR'd (google it) after putting in 30k or something crazy like that. This is another reason to not go crazy when requesting AMEX CLIs.
Spending ability is how much credit AMEX is willing to extend to you in one transaction. It's based on a number of factors (credit score, repayment history, credit limit, and spending habits). In this regard, AMEX credit cards are like charge cards or NPSL cards because your true credit limit changes on a daily basis and is not disclosed to you!
