so if I asked today and get denied, then I can ask again on the 14th and be granted the CLI because I was approved for one on 10/14/2010?

Okay.  So I couldn't wait until the 14th.  I clicked the luv button and asked for $10k CL.  I got the 7-10 day message.  Is that a decline?
