After a very long time, Amex is finally offering me (again) an upgrade offer from BCE to BCP. I had already been considering doing this for some time so I was happy to see this. I have a few particular situations that concern me.
I plan on requesting a CLI as I haven't had one in well over a year and 18K bothers me so I'm going to request 20K and call it a day lol.
1. Should I ask for the CLI before upgrade or upgrade first and then CLI?
You can probably skip this entire section: In a miraculous turn of events, after ~9 years, my S.O. decided to actually take my advice and check out his credit situation. And I mean this in the broadest of terms, he did not look at any credit card or loan bills at all. Everything set to autopay and never look at it. A few years back his family was in a financial pinch and his mom took out a CC under his name and maxed it out. He had his own high utilization and near-maxed out cards. His mom also applied for a joint personal loan with his information. These were with permission but again, my S.O. has been (purposefully) credit ignorant for years. So he finally checked. The situation isn't as bad as I feared but it's not great. His scores are between 720-740. Thankfully his AAOA is alright (his mom app'd some cards at young age). No derogs.
TLDR: During that crisis a few years ago, I added him as an AU on my Amex which was my highest CL card. I never used more than 4% utilization on it so I figured it could help prop him up. CK shows a 29% utilization with it included.
2. When I click the offer to upgrade, it asks for additional cardmembers information. Does this mean I would have to re-add him? Furthermore, does me re-adding him take away the history currently showing on my BCE?

It's irrelevant if you add or upgrade first.
Type of the card does not determine your eligibility for increase.
No, you don't have to re-add him. That is just if you're trying to add yet another person.
