Down another 2% this morning via chat. My previous decrease last July was 5%.
The first representative I got took half an hour in an attempt to straighten out a cashback issue. The second representative took care of the first issue in 30 seconds and I got a 0%/12 months or 2% permanent reduction. Since I don't plan to carry a balance, I took the latter.

Congrats! FYI the APR system is down at Discover. I tried a few hours ago and they said they could see that I had APR offers (assuming a perm which I'll take and a 0%) but could not see the details or enter acceptance. They're hoping the system will be back up in a few hours.
