February being shorter might not be the issue. Just checked, and my QS statement closing date stayed the same.
My QS is always due on the 3rd, and the statement always closes on the 6th. Doesn't matter how many days are in the month.

OP, I found some additional information that may be useful.
While billing cycles can fluctuate (28-31 days), your credit card payment will always be due on the same day, every month. I found this literature on Discover's website:
According to the CARD Act of 2009, credit card bills must be due on the same date each month, so at least these dates will be predictable. The only problem with this system is that your payment due date is sometimes going to fall on a weekend or a holiday, and your bank may not be able to schedule an electronic payment on that day. So you should always schedule payments no later than the last business day before the due date.

Interesting. It just so happens that my due date, the 5th, fell on a Sunday for Feb and March.
