I'm not exactly sure about TU right now because it hasn't updated on my Experian app. My Equifax just went to 694. So TU could be a little lower. They are using my repossession from almost 7 years ago as a reason to deny. Guess they are just picky about that. I kinda always thought they were like a Tier 2 card and not that hard to get

Well Goldman Sachs is the bank behind the card, I think they're fairly stringent. That said my FICO 8 scores are a decent bit behind yours(650's) and my FICO 9's are only in 660-670. I have a CO that is much more recent than yours as well. Is that the only reason they cite when you get the denial email? 
I just looked at last two denial emails. One said "you recently experienced a charge off"

The denial before that said the same and also said my account balances are too high relative to my credit limit. Which is BS to be honest, my util was only 11%. 

That said, once my 3rd card & SSL reported which gave me a decent score jump and my util was below 5% they approved me.

They said the repo and a charge off. Which happened at the same time. They did also mention a late payment which was 6 months ago. Just thought it was weird that Discover would give me 9k with a lower score and they denied. Especially since they are generally considered the same level cards.

Every bank has their own standards. This is also the first foray into cards for GS so they may be more gun-shy on adverse payment history. My bet is that six-month old missed payment is the main factor. In credit terms, that happened yesterday. You'll probably need a year at minimum of clean payment history. Could be more but I would think at least a year.

I got declined by Apple and approved by Amex. Go figure.

Definitely try the shopping cart trick. I was denied last week, tried again today with a mac in my cart, got approved for $2k at 21.99% (I'm also rebuilding and hovering around 610 across all three bureaus)

Depending on the Amex card, that's not very surprising at all!  Some of the Amex cards are among the easiest to get.   As others have said, GS has only recently entered this space and may be more cautious.

I am always met with the denial reason  "You have recently been past due" with 670ish scores using just the app and the cart trick.  

 

Only things bad are my discharge,  will be 4 years in Aug, and the old accounts that had late reporting on them which begin their falloff next year.  I can only assume the credit overlords consider one or both types as "recent"

Scores 675-725 approved at $5,000. Got notified 6 months later increased to $8,000. Have a few baddies on reports.
