Apply for new card vs. Product Change

Hi all, I currently have the Capital One Quicksilver card but would like to know if there's a higher chance of approval if I do a product change vs. applying for a new card?

I don't think it makes a difference. Your credit history is either approved by their algorithms or the underwriter if you apply directly or product change. The only thing you can lose during a product change is a potential bonus if you would have applied for the card outright.

Product change is not a HP.

With Cap One, it’s often better to app for a new card. You may get a better SL out of it. If you’re in a bucket, PCing won’t get you out of it. However, if you’re happy with your limit and just want the rewards of a different card, then I can understand not wanting to take 3 HPs.
