I don't know if a delay is normal, but does your intended AU have any bad history with Amex?
Given that it's not a "bad history" problem, maybe it's about getting the AU's SSN before sending the card (instead of sending the card and then asking for the AU's SSN)?
Or maybe, with no history at all, Amex wants some other proof of the AU's identity?
If it's your first Amex, maybe they want to see some history with the account?
These are questions for others, and not intended as likely explanations.
If the person you added as an AU has defaulted on an AMEX before, the AU will likely be declined and AMEX will send you a letter saying they could not approve your request and that your AU should call if they have any questions.
My husband included AMEX in his chapter 7 bankruptcy for $1,500, and I cannot add him to any of my AMEX cards. We could pay the $1,500 and see if he could be added then, but it's not worth the hassle.
