You can have a BML account as a standalone account. You don't have to have a paypal account to sign up for the service. Just apply directly on their website. In my opinion, I just don't think it's worth the hardpull.
I really like my BML account. Huge credit limit, no HP CLI's, and "floating" credit limit changes available...plus it doesn't report to CRA's. Its great for 6 month interest free purchases and not messing with util.
