Not Discover, anyway. Have you been to the BofA website to play with their pre-approval? It didn't even show as a soft on my reports, at least not yet. If you could get their secured card, it would be a nice start with a for-real bank that will let you upgrade your card after X amount of time.

Look about mid-way down, where it says "You may be preapproved for one of our credit cards." At first I got offers for the partially secured card, and now it's giving me offers for regular ones, although still low CL's. So don't be disappointed if you don't get an offer at first --it's sort of a nice indicator of how you're doing.
BTW, it won't work if you pre-opted out, but I assume that with stuff coming in the mail, you haven't.
