I recently got a second Amex account. Since it'll be reported with the first account's opening date, it's my assumption that FICO won't view it as new credit in any way? Same question for newly being AU on someone else's account for any given card issuer.

I think it wont be seen as a new account for you but am unsure about the AU.

Correct. FICO wont see it as a new account.

I'm awaiting a backdated account to show up on my reports, so of course I'm thrilled about this. But, I am curious... WHY does Amex do this? No other issuer that I know of does. It is a new account, after all. Why do they go with the Member Since date?
