Looking to transfer about $6k in balances to a 0 percent card. Goal is to pay off the debt within the transfer period without adding any new debt. Other card benefits don't really matter.
My Fico scores are 760+ from all three bureaus. Clean profile with no late payments, collections, or other issues. No mortgage or housing payment. Recently paid off car loan. Existing card limits are $9,500 to $12,000. Overall utlization of 18 percent.
I'm open to other suggestions, but I'm looking at Citi Diamond Preferred and Wells Fargo Reflect for their 21 months at 0 percent. Which is likely to offer a higher initial limit? Citi has the better transfer fee at 3% versus 5% for WF. My concern with Citi is user reports by people with solid credit getting approved for as little as a $500 limit. I don't want an inquiry and a new card that won't actually be useful in my circumstance. Thoughts?

Wells Fargo you would get likely a better limit than Citi card. Also consider BofA card as well as they have one for BTs and many credit unions as well are out there that offer 0% for x months.

^^^^ Agree with @CreditCuriosity , Wells Fargo or BofA.
Had very conservative credit lines from Citi.
A 21 month, with equal payments would be (~$280--$300) month, and cost $240--$300 fee
Another thought would be a platinum card from Navy for 12 months with zero BT fee and 0.99% rate.
With ~$500/mo payments, loan would cost ~$32.
If you can't swing the larger payments with the above ~$300/mo for 12 ($42 int), then the cards average APR of ~14% for 9 more on the balance of $2,443, you would only lose another ~$139, for a total cost of ~$181. Even with the highest APR of 18% total cost = ~$220.
Less than a 21_mo with 4%-5% Fee.
Alliant also has a 2% transfer fee, 12/month zero card.
It’s hard to tell with any certainty. All the dumb issuers won’t disclose limits. I’d focus on getting the best terms rather than anecdotal credit limits.
