I am somewhat sure you can call  and do it and possibly also  do it online .

Worth a phone call

I received a letter of such last month as well with a 7/31 expiration. You can call and see if they'll honor it.

@Jccflat, I would definitely call PenFed.

By phone, the only offer they're giving is 12 mos. @ 0% interest (I literally just called today). If you received the balance transfer checks in the mail (as I did for my Power Cash Rewards) I received a second option of 18 mos. @ 1.99% interest. I chose which option I wanted to exercise based on which check I wrote.

Just a heads up, and the reason for my call, was that the intructions advised it was ALLOWED for the check to be written out to yourself and PenFed will still honor the promotion. It showed up as a Cash Advance. I called and confirmed I was receiving the promo interest rate, and I was.
