Of my 7 Amex applications...
4 were instant online approvals, 1 was online but went pending for ~24 hours, and 2 were instant approvals when I applied by phone.
0 gave the number at approval. It's not guaranteed.

Though some cards with a big SUB have a clearly established path for downgrading to a no-AF card after a year.

Agreed. From what I've seen, the highest with no AF is going to be around $150-200. I swear I saw a mailer at my house for the Wells Fargo Propel at $300, but I'm not 100% sure anymore and might be going crazy. The $500 ones almost always have $95 AF or greater.
She hates annual fees. What would be some options at $95 fee?

Citi Premier or Chase Sapphire Preferred.
Spend 4K for ~600.
I don't think any major bank will give you instant card access.
She got approved for two cards:
Chase Freedom Unlimited 15k
Amex Cash Magnet 20k
834 EX FICO 8

The propel $300 sub was standard last year. Sometime around the new year wf lowered it to $200. Idk if wf is sending out targeted higher sub.
I am also not a fan of AF. But that is why I choose cards that if they have one the benefits outweigh it yearly.
