What credit union(s) do you belong to? As was already suggested, if you can convert the Navy Federal card to a Visa, do that. If you also belong to another credit union, see what cards they offer. Some credit unions offer a Visa network card with 2% flat rewards. (I know that because my primary credit union, PSECU, is one of them.) Based on your rewards and customer service targets, I think a credit union card is your best bet.
If you're more willing to be open to Bank of America, the BOA Cash Rewards card could be a viable option. I also recommend doing some searches for "best Visa credit cards" and to look for 1.5% flat rewards, Visa network cards (such as the Chase Freedom Unlimited, the Wells Fargo Cash Wise, and some flavors of the Elan Financial Services Real Rewards card, which are offered by various regional banks).
I would call navy again and try
to pc the Amex, it's not a credit risk situation if it hasn't been PCd or apr reduced in 12 months it should not be a problem
