I have found Barclaycard to be the quickest for getting a human from the US on the phone. Dial the number enter account number, zip code, then press 0 and wait time is one minute. Really just one minute. Same result several days in a row. USAA is similar. Anyone with better service? I know Amex is direct to a human. I have not had any complicated issues to solve so I can not speak to the quality of help in those situations.
There are a few cards where the phone is actually answered by a human being -- no automated system to deal with at all. That was the case when I switched my old Discover More card to an IT. When a person answered the phone, I nearly swallowed my dentures. ![]()
I've also found Chase to be very fast, also Barclays and Discover, in general.

I like Discovers the best. It's been awhile since I called up, but I recall the time spent talking to a computer to be under 1 minute. After that you are connected to a live person and they ask who they are speaking to. It's nice because you never have to enter your card number. They know how you are if you call from the number linked on your account I guess. I've also never had a question they couldn't answer so that's always a positive!

I have also found the waiting time with Barclays to be less than 1 minute. Generally, the waiting time for AMEX is around 1 minute (although with mine, there is an automated system to get a human), as well as with Discover (you just have to press 0 when you call in if you don't want to deal with the automated system). I sometimes have to wait a minute or two to get a representative at Citi or BoA, but they're not too bad either.
As far as quality of customer service, I'd say AMEX, Discover, and Barclays are the best of all of the cards I have.
In my experience, with the cards that I have, I would have to say Discover, and it's not even close. Amex isn't bad by any means, but nothing compared to Discover.
Besides Chase sapphire the Discover is the best... I called looking a CLI and at the start they say press 1 for Human or 2 for automated Rep ..

In my experience, Discover and Chase CSP.
I agree with everyone else: Discover. Even if you're not familiar with the automated system, it immediately tells you what to press to get to a person.
I would have to say Chase Sapphire Preferred would be best, at least for me. I've been able to get a person on the line in usually under a minute. They also have been able to assist with my other Chase cards, not just the CSP. Discover would be a close second, although I've only had to call them once versus the dozen or so times I've had to call Chase.
Discover is the clear winner in my book. I love that when they connect you they tell you what call center in the USA you will be talking with..Super friendly and happy sounding. Cant say anything bad at all.
