BofA throwing out more SUB offers recently?

Seems like I'm starting to see offers from BofA.  Sometimes when I log out from the site, but this time, one popped up at the top corner of the screen when I logged in.  "25,000 online bonus points" SUB offer on the Travel Rewards card, after $1k spend over 90 days.  The offer says it's good until 2/21/22.

Is this a targeted offer or available to everyone?

I recently got a mailer from them too, which I promptly tossed/shredded, I think it was an offer for the Unlimited Rewards card.

I'm not interested in applying for another card from them, but it's interesting to suddenly have these things thrown at me after years as a customer (I have a Custom Cash Rewards that originated as a MBNA card in 1997, so getting near a quarter-century... the longest I've ever had any credit account).

I have no other accounts with them except for an ancient, neglected, tiny IRA (something else acquired in a bank merger a million years ago).  I also have a 401k thru Merrill Lynch so I'm getting the extra rewards, for now, but unfortunately my work is moving their 401k to Fidelity in a few months, so I'll be losing that benefit.

That offer is pretty standard and available to everyone, so not really targeted -- other than displaying you the offer to apply if you were interested.

Per their website:

25,000 Online Bonus Points,a $250 travel or dining statement credit value, after making at least $1,000 in purchases in the first 90 days of account opening
