what I dont get is why chase couldn't see discover on ANY of the CBs... maybe they were just messing with me? Could discover report to different bureaus at different times? If they do, 3 months should be long enough time..

Discover are slow to report new accounts. And if you don't use the card, and they don't generate a statement, they won't report that month. If they do generate a statement, but it has a zero balance on it (no new charges, just payments, or you pay off the charges before the statement cuts) they may not report. They sometimes do, sometimes don't. I don't know what their method is.
One of the things that sites like creditkarma and creditsesame are good for is seeing when new accounts report to the bureau they get their information from. Discover generally report to all the bureaus at the same time, but there can be a few day or even a week difference in when it happens.
I'm new to discover, they just cut my first statement and it's definitely on all three of my credit reports....I would call...
It took at least 2 months for my Discover to report, maybe 3. From what I've read that's typical.
In the interim I applied to Barclay's, and they reported before I even had the card.

It doesn't. Your Discover is taking 3+ months. Other have indicated that theirs reported earlier. It's a YMMV matter and not a universal rule. Most of my cards report on first statement close. Some have had new cards report even before first statement close.
That said, no idea why your Discover is taking so long. Have you called and asked Discover instead of having us speculate? Just opened my own in December. Statement close is on the 19th and it hasn't reported yet FWIW.
