I'm not sure I've heard of ANY issuer allowing you to "accept" or "decline" the CC. Any issuer, from my experience at least, will pull your credit, make a decision, and then approve or deny you. I've never had the "choice." The only exception is that new Apple card which gives you a true pre approval which you can then "accept" and take an HP for. But other than that, I've never heard of having the option.

I don't even think you get all of the information (details) of a card until you open it. APR isn't known until after its opened. They give you a range, but the exact one can vary. You can apply for a Visa Signature, and end up with a standard Visa, or vis versa.
I opened my Propel and was insulted with the 10K line they gave me. But I'm making the most of it and it's at 12K. I'm going to try to grow it to 20K.

On a side note:
BBVA from their prequal link, let me see my APR & SL, and the option to accept or decline.That was the first time I've "ever" seen a lender do that. Heard rumor of Apple doing this but I'm Android
