CSP?

I have a 8k Slate and a 1k Freedom. I am looking to close the Slate when the 0% promotion is up..now my income is about 18k, would I be able to get the CSP if I used at least 5k from my slate to open it? Or are they strict with the 35k income.

While some exceptions can exist in the UW process, income will play a big part in the consideration for this card OP.  It all depends on your overall profile as well.  In the event it's declined sometimes they will not allocate from other cards to open the new account.  Maybe someone with a similar income and/or experience with the CSP outcome can chime in.

I'm sitting with about 4 INQ's on each report, and last time I checked my Discover FICO is a 744.

Right, but some cards have specific requirements.  IIRC, some of the threads I read not long ago with a similar question ended up not being as fruitful but YEMV.  The issue might be if the app is not approved, then you have the HP and no account (i.e. in the event UW is not willing to reallocate from your other card(s)).

I am not sure where did $35k come from. I have seen familiy members got approval with $25k income. I think if they already gave you $8k then they would be willing to move some of that to a new CSP.
