Can I transfer my Kay's credit balance to another card?

Transfer the balance from your Kays card to another card? Yes. Either so a balance transfer online with the accepting card or request a balance transfer check and make it out to Kays.

Yep it's a great idea to pay down a balance with 0% interest. I believe all you need is the account number and the amount you want to transfer.

I was just wondering about when I should do this myself.  When would be the best time to apply for a BT card if i wanted to wait til the end of my 12 month 0% period? should i apply to do it around month 11 1/2? or closer to month 10

You can do a balance transfer or you can actually call in a payment through the phone and use a CC. Which makes it easy to pay off if you don't want to pay transfer fees but still have a card with 0% on purchases.

You can call in a payment and pay with a cc? Are they any additional fees that go with paying with a cc?

When I called in a payment to pay off balance they did not charge me any fees.
