I finally called the EO number for Cap One and got the following information regarding my 3 cards that have transitioned to Cap One.
I had requested a CLI on my Orchard Bank Gold card but the response was "not doing CLI's at this time". The EO office advised me that I will be receiving a new Cap One Platinum card shortly as the transition is complete with HSBC. She agreed with me that my credit profile is very different than years ago. She told me to wait for the Cap One platinum card to arrive and then sign in and check to see if I have been offered an upgrade. If that doesn't happen, then I should call them back and if I am not satisfied at all then she said she would just close the card. Any upgrade would also be a SP.
She had to transfer me to another Cap One department for the Direct Rewards cards as she said they have transitioned to Cap One but another department within Cap One handles these cards. I spoke to a seemingly intelligent lady who said, at this point, nothing can be done with these cards (no CLI's, no nothing) and it could take until sometime next year for Cap One to make a decision regarding Direct Rewards cardholders.
Thought this might be of some help for all of us who are confused.
