Credit steps from Capital One is automatic CLI. That means as long as you use your Cap 1 card at lease once per month with on time payment history, you'll get your CLI either at 3 months, 5 months, or 7 months later.

All you have to do is use your card once (not per month), and have no lates. It's automatic after the 6th statement.

From what i have read here there is only 1 step after 6 months then you should not expect any CLI..

My fault, what I was asking is whenever it's time for a cli does the card have to have a certain balance, 10%.. 30%?

No. I was informed by the rep and the letter that you just have to use your card once and not be late on any payments. You can be at $0 or near max. It doesn't matter.
