When I request a Cap One CLI, ive been denied and the letter they send me pulls a Credit Score from like 4 months ago. I know its a soft pull, but my score has gone up quite a bit from that time frame. When do those soft pulls update?

Capital One does AR every four months. Score you're seeing is from last AR.
If you need to know when it was last done, grab a copy of free annual credit report.
Also, they use older scoring model EQ5, which tends to be a whole lot less forgiving than any version of classic 8, and for most, lower by quite a bit.
If you have negatives, more than one card reporting, and increased utilization (even if 8 doesnt fuss), 5 will not be kind to you.
I just confirmed what @Remedios is saying using an EQ report for soft inquiries. Experian does not tell you what kind of soft inquiry, but EQ does (using the online report). For me, there are lots of PRM (promotional) inquiries by Cap One, but only one in 4/28/2020 which is coded AR (annual review). No date on my Experian report corresponds to that so it confirms that it is EQ. My cap one is new so that makes sense that there's only one AR.
Question: does this mean I should wait for 8/28 to ask for a CLI if I know my score will be higher then?
If you arent spending heavily enough on it i wouldnt hold breath on a cli or a good one. C1 wants usage.

You can, but I really do not think scores are driving force behind Cap One CLIs, use is.
If it was me, I'd wait. Cannot hurt to look all pretty for a date.
Meanwhile, use it like you stole it, and then someone tried to steal it from you.

AR in EQ-speak just means it's a periodic account review, there isn't anything implicit regarding frequency, certainly not that they are annual reiviews.

For Cap One, there is. Every four months.
Data from that pull is referenced when CLI requests are made.
They also do monthly check ups, but if scores are obtained, they arent used for that purpose.
