I won't even get into what competencies and core competencies are, but how about this...has Cap One done incredibly well without good CS? Yes. Do many Cap One customers have a choice to switch somewhere else with good CS? No. Ergo, it is not remotely vital.

That's not their core competency. You want good customer service, get a prime card.Ridiculous thinking. CS is a vital aspect for every business
Right, as with any vendor, business, or entity, the way they treat you is often a reflection of your profitability and the options you have to receive the supply elsewhere.
As the old saying goes, it is free markets which leads to price parity, and not legislation. Every merchant will treat you better if they KNOW you can easily get the same service at a better price with better terms at many other places. Hence, especially with financial services, those with options will always pay less and receive a better product.
Customer service is vital if the customer perceives that it's easy to walk.
If the customer thinks that they can't get the same or better product elsewhere, or that there's something unique about the product that cant be duplicated, or there's a penalty in switching (for CC's, think the inq and new account ding), then many companies can't be bothered with providing good customer service.
Customer service is all about preventing the loss of future business. For short-sighted managers or those under the gun, they'll often short-change CS in a heartbeat for immediate goals, sacrificing (if they think that far ahead) future revenue.
Exactly. And for many CapOne customers, it's not.
