Cap one question

I have a platinum visa and platinum MasterCard that were converted to quicksilver. Each card has 1000 cl. One card has 8.9 apr the other 20.9. I was wanting to cancel one and move the 1000 cl to the one with the lower apr for a total of one card with 2000 cl. Is this something that can be done? I don't use the these cards very often and doubt that I need two of the same. Any help would be appreciated.

CAP1 doesn't combine CL which sucks 

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

I talked with the EO today because I tried to do the same thing . It wasn't allowed
